A RFP may be Released even when the Project has never been Published. In this situation, the Project is only visible to Followers of the Project by Invitation.

For restricted tenders, restricted calls for tenders, or invited tenders, all of which are open to selected prequalified suppliers/contractors only:

Do not publish the Project
Release the RFP
Communicate (privately) the Project Name to each invited User, who may, in turn:

Sign into the application
Add the Project to his list by entering the Project Name in the Leads Finder by Invitation box
Submit a Proposal.
